Ask early, be specific, and make it easy to say yes. A concrete suggestion - one activity, one day, one part of town - converts far better than 'we should meet up sometime', because the vague version quietly asks the other person to do the planning.
The right moment is earlier than most people think: somewhere between eight and fifteen messages, usually the same day or the next. Past that, the conversation becomes the relationship and moving it offline starts to feel like a change of terms.

'This is more fun in person - there's a place on [street] that does [thing]. Thursday or Saturday?'
Three things are doing work there. It gives a reason, so it is not out of nowhere. It names a place, so they can picture it. It offers two days, so the reply is a choice rather than a yes-or-no, and a choice is much easier to answer.
'Would you like to go out sometime?' puts the whole burden on them: they now have to pick a thing, a place and a day, with someone they have not met. Most people answer 'sure!' and then nothing happens, and both of you conclude the other lost interest.
It also reads as low effort, which is unfair but consistent. Specificity signals that you meant it.
Take it at face value once. 'No rush - I'm around when you are' costs nothing and keeps the door open. Then carry on the conversation normally rather than asking again in three messages.
If they deflect a second time, they are not going to meet you. That is information, not rejection, and it is better to have it on day two than day thirty.
Short, public, and cheap. A drink or a coffee with a natural end point beats dinner: neither of you is trapped for two hours if it is not working, and the low stakes make the yes easier in the first place.
Confirm the morning of. A brief 'still good for 7?' prevents most of the no-shows that people blame on being ghosted.
