Probably not. A real shadowban is total and lasting: zero matches for weeks, and likes you send that never produce anything, no matter what you change. A quiet fortnight with the occasional match is not a ban - it is a normal quiet fortnight, and the apps are not obliged to be steady.
The one test that separates them is whether you are visible to anyone at all, and there is a way to check that without paying anybody.

Ask a friend in your area to search for you: set their filters to your age and gender, within a few miles, and swipe until they either find you or run out. If you are shown to them, you are not hidden, and your problem is the profile rather than your account standing.
Second check: send a like to a few accounts and see whether your like count on their side ever registers. On apps that show someone their likes, a shadowbanned account's likes simply never arrive.
Reports are the main cause, and they do not have to be fair. A handful of reports for rudeness, for a photo someone found objectionable, or from someone annoyed at being unmatched, is enough to trigger an automated restriction on most platforms.
The others are predictable: links or contact details in your bio, promoting anything, copy-pasted identical opening messages at volume, or an age or location that does not match what the app can infer about you.
Appeal through support first, in plain language, once. It works more often than the internet suggests, particularly if the cause was a report rather than a policy breach.
If that fails, the account is not worth rescuing. Move to a different app rather than building a new account on the same phone - the platform links them and you will arrive already restricted.
Before assuming a ban, check whether your lead photo changed, whether you have exhausted your local pool, and whether your distance filter is narrow. Those three explain most sudden collapses in matches, and all three are fixable in an evening.
