It is almost always the photos, and that is not a kindness, it is what the failure pattern looks like. Apps show your first photo to a person for about a second in bad conditions, and most photos of most people are a poor record of what they look like to someone standing in front of them.
There is a test that separates the two, and it takes four days.

Replace only the lead photo with one taken outdoors in daylight in the last year, where your face is unobstructed and you are the only person in the frame. Change nothing else. Wait four days.
If the number moves, it was the photo. If it does not move at all, change only the lead photo again with a different one and repeat once. Two flat results with genuinely different photos means the problem is somewhere else in the profile - not that the question has been answered the other way.
A camera at arm's length distorts a face. Overhead indoor lighting puts shadows where nobody has them in life. A neutral expression that reads as calm in person reads as flat in a still.
None of these are facts about your face. They are facts about photography, and they are the reason a person can be unrecognisably better in the third photo than the first.
Concealment is the big one - sunglasses, hats, distance, obscured faces. People do not read those as 'I cannot see him', they read them as 'there is a reason I cannot see him', and that is a much worse assumption than the truth.
Low effort is the other. A blurry photo, a blank bio, three photos instead of six. These are read as indifference, and indifference is unattractive in a way that a face is not.
Filters that are too tight for where you live. A pool that is genuinely small. An app that is wrong for what you want. These produce a flat number no matter what the photos do, and it is worth ruling them out before concluding anything about yourself.
Attractiveness is not uniform and it is not a score - the same face does very differently across apps and cities. What a review can tell you is whether your profile is representing you accurately, which is the only part of this you control.
That is worth doing first, because until it is done there is no way to know what the real number is.
