Four things, in this order: the first photo, the number of people actually near you, the filters you have set, and the bio. The first photo outweighs the other three combined on every platform, because it is the entire decision on most of them.
If you have the same problem on three different sites, it is not the algorithm. Something you are carrying between them is the cause, and it is almost always the photo set.

One person - you - face clearly visible, taken from a couple of metres away in daylight. No sunglasses, no hat brim, no group, no mirror, no car, no photo where you are a distant figure on a mountain.
Then four to six more that each do a different job: a full-length, one doing something you actually do, one with other people where you are still obviously the subject. Six variations of the same selfie is one photo, not six.
Outside a city, the number of people who match your filters and are active this month can be genuinely small. Widening distance by twenty miles is free and frequently fixes what looks like a profile problem.
Widening the age range does the same. Two years in each direction often doubles a rural pool.
Every restriction you set removes people twice: they do not reach you, and the shrunken pool means the app has fewer people to show you to. Height, education, religion and distance together can reduce a pool by an order of magnitude.
Keep the one or two that genuinely matter and drop the rest for a fortnight as an experiment.
It matters less than people think for matching and more than people think for replies. Forty to eighty words, one real opinion, one thing easy to respond to, and nothing that appears on ten thousand other profiles.
If the photos are not working, a better bio will not rescue them - nobody reads it. Fix the order.
