Near-zero likes almost always means the first photo, and occasionally means the account has been throttled. Everything else - bio, prompts, distance - is a rounding error until the lead photo works.

Shrink it on your phone until it is postage-stamp sized. If you cannot instantly tell it is one person, facing the camera, in decent light, then a stranger cannot either - and that is the size the decision is made at.
Groups, sunglasses, hats, backlighting and distance shots all fail this test.
A blank bio and two photos reads as a bot, and on Tinder that suspicion is well founded. Fill the bio, even briefly, and get to six photos.
Accounts that swipe right on everything, or that were reported, do get shown less. If you have swiped indiscriminately for months, that may be part of it.
It is worth ruling out the photo first, though - it explains far more cases and it costs nothing to test.
Change only the lead photo and leave everything else alone for a week. Tinder's volume means you get a readable signal in days. Changing five things at once tells you nothing.
