A surprising number of conversations simply never contain an invitation. Both people wait, the thread cools, and it ends without either deciding anything.
Propose something specific and small. 'There's a coffee place near the park I keep meaning to try - Saturday?' beats 'we should hang out sometime', which is not an ask.
Dinner with a stranger is a two-hour commitment with no exit. Plenty of people decline that and would have said yes to forty minutes and a coffee.
Make the first one small enough that saying yes is cheap.
Asking in the first three messages reads as not paying attention. Asking after two weeks reads as someone who wants a pen pal.
The window is roughly once there has been real back-and-forth and before the energy drops. In practice that is usually day two or three.
